Center for Health Service Management (CHSM)

Established on 5 February 1998, CHSM is a research and consultation center under the structure of Gadjah Mada University Faculty of Medicine. The director of the center, dr. Laksono Trisnantoro MSc, PhD is a Professor in Public Health Policy. CHSM conducts research, consultation, and training based on the four main pillars: service provision, regulation, health financing and human resource development. This framework is applied in conducting research, consultation and training activities for both public and private service provider institutions, bureaucratic organizations, building collaboration with various international organizations, and organizing seminar, training, research and workshop in health service management. As part of a national networking, CHSM works closely and supports district hospital association, hospital association, provincial/district health association and other associations in health service management. Results from consultation and research project activities are disseminated through the Health Decentralization newsletter and the Indonesian Health Service Management journal (accredited journal).
CHSM's vision is providing research service, consultancy and training to improve the managerial knowledge and ability for governmental health service institution and private sector and their human resource.
Missions are :
1. Conducting research, consultancy and training to improve the managerial knowledge and ability for governmental health service institution and private sector and their human resource.
2. Conducting research, consultancy, and training in health policy.
3. Supporting UGM mission as a world class research university by providing research fund to student of S2 and S3.
4. Becoming a resource institution for other health service institutes requiring consultancy
The Centre For Health Service Management is supervised by Gadjah Mada University School of Medicine. The office is located in the campus of Gadjah Mada University at faculty of Medicine that having adequate facilities. The director directly supervises all projects and monitors all publications and journals. He also supervises all consultants and researchers in terms of working scope and content quality. Each division manager is a contractual full-time worker. The project-based contracted researchers and consultants are completely responsible for the quality of their works. The content research and consultation should comply with the organization concepts that directly supervised by the director. There are resource persons who are expert in their fields.
The strategic development and quality system control is conducted by the Board System that consists of resources persons who hold offices as professors and instructors within UGM. These resource persons also supervise every research and consulting. Every division is led by a head of the division who also takes the role as a full time consultant. Every head is assisted by a divisional manager. Divisional managers are operational staffs who provide administrational support for researchers and consultants.
Every project is headed by a head consultant who is content-wise supported by an assistant consultant (full time and part time). Researchers and consultants are contracted based on projects, and are responsible personally and professionally for the quality of the research and consulting. Groups of experts will be professors from UGM or other institutions who can be relied on their expertise in a project development. Therefore, the organization of CHSM is not build upon professors, but on full time and part time researchers and consultants. This is done to avoid over-commitment from the professors and to satisfy public needs to a consultant that can work full time and is free of teaching commitments. This model is adopted from many major universities, such as Harvard University, London School of Hygiene and Tropical Medicine.
